SPECIAL TERMS AND CONDITIONS FOR PRIVATE ACCOMMODATION

These special terms and conditions apply to private accommodation with regard to the FIS Nordic World Ski Championships 2017 in Lahti. The terms and conditions will be binding for both parties (Lahti Region Ltd and the customer) once the customer has made a reservation for accommodation through Lahti Region Ltd. The person making the reservation must be aged 18 or over.

RESERVATION AND PAYMENT

The customer may make a reservation for private accommodation through the Lahti Region Citybreak online system. By making a reservation, the customer approves Lahti Region Ltd’s special terms and conditions for private accommodation and confirms that they have familiarised themselves with the instructions related to making a reservation.

For online reservations, the payment must be made using a credit card or via an online bank. Online payments are transmitted by the Nordic company PayEx Credit AB (556735-5671) in cooperation with Finnish banks and credit institutions. PayEx Credit AB will be specified as the recipient of the payment on the bank account statement or credit card invoice and will transmit the payment to Lahti Region Ltd.

For online reservations:
• If the reservation is made no later than 42 days before the first night of accommodation, the customer must pay 30 per cent of the full price of accommodation as a reservation fee. The rest of the balance will be invoiced by email, and the customer must pay the invoice by the due date specified on the invoice.

• If the reservation is made later than 42 days before the first night of accommodation, the customer must immediately pay the full price of the accommodation using a credit card or via an online bank.

The reservation will be binding once the customer has made a reservation and paid the reservation fee or the full price of the accommodation.

Lahti Region Ltd reserves the right to cancel the reservation if the reservation fee has not been paid and/or the remaining balance has not been paid.

The address of the accommodation, as well as information about the keys, will be provided when the reservation is confirmed. After the accommodation period, the keys must be left at the place of accommodation, unless otherwise agreed.

Reservation made by Lahti Region Ltd.:
• If the reservation is made no later than 100 days before the first night of accommodation, the customer must pay 10 per cent of the full price of accommodation as a reservation fee. The advance payment is due 3 days after the date of reservation. The rest of the balance will be invoiced by email, and the customer must pay the invoice by the due date specified on the invoice.

• If the reservation is made later than 100 days before the first night of accommodation, the customer must immediately pay the full price of the accommodation using a credit card or via an online bank.

If customer wish to receive a paper invoice, they must inform Lahti Region Ltd. when making the reservation. The address must be the official address of the payer. A service fee of 6 € / invoice will be charged for the paper invoice.

Lahti Region Ltd is not liable for failed reservations. The customer must contact Lahti Region Ltd immediately to resolve the issue. Lahti Region Ltd does not guarantee that the accommodation will still be available at this point. If the accommodation is no longer available, any fees charged to the customer will be returned or the customer will be offered alternative accommodation, if possible.

CANCELLATIONS AND CHANGES MADE BY THE CUSTOMER

The customer is allowed to cancel the reservation without extra costs until 100 days before the date of arrival. The advance payment will not be refunded. After that, 100 per cent of the full price of the accommodation will be charged as a cancellation fee. In no-show cases, the full price of the accommodation will be charged, in addition to an administrative fee of EUR 25 if the full price of accommodation is less than EUR 200. If the full price of accommodation is EUR 200 or more, the administrative fee will be EUR 50.

Cancellations must be made in writing and sent to Lahti Region Ltd by email or letter. The cancellation will be deemed to be valid once Lahti Region Ltd receives notification of the cancellation. If the customer proves that they have cancelled their reservation in writing and sent their cancellation to the appropriate address, the cancellation will be approved.

Changes to reservations must be made by contacting Lahti Region Ltd.

We recommend that, when making their reservation, the customer takes out travel insurance against illness, accidents, cancellations, interruptions and damaged luggage. The level of cover may vary by company, so the customer should check to ensure that their insurance company provides sufficient cover.

CANCELLATIONS AND CHANGES MADE BY LAHTI REGION LTD
AND/OR THE OWNER OF THE PLACE OF ACCOMMODATION

Lahti Region Ltd and/or the owner of the place of accommodation are entitled to cancel the reservation under force majeure circumstances (e.g. a disaster, strike, riot, fire, war or another event beyond their control). The customer will be informed of such a circumstance without delay and any payments made by the customer will be returned in full. The customer is not entitled to any other compensation.

Force majeure circumstances also include situations in which the owner of the place of accommodation decides to cancel the rental booking. In such events, Lahti Region Ltd is entitled to assign alternative accommodation to the customer if the customer agrees to this.
RENTAL PERIOD AND
STAY
The rental period will be shown on the customer’s rental agreement.
The apartment/room will be available for the customer from 2 p.m. on the date of their arrival. The customer must leave the apartment/room no later than 11 a.m. on the last day of the rental period. If the customer wishes to arrive earlier and/or leave later (provided that the apartment/room is available before/after the rental period), the rental period and fee will be calculated as of the previous day and/or the following day, unless otherwise agreed with Lahti Region Ltd.

The customer is responsible for cleaning the apartment/room during and after their stay. The customer must clean the apartment/room and wash the dishes before they leave on the last day of the rental period. If the place of accommodation has not been cleaned in a sufficient manner and needs to be cleaned by the owner after the customer has left, the customer shall be charged a cleaning fee of EUR 100 after their stay.

The number of people (including children) staying at the place of accommodation must not be higher than the number of beds specified in the agreement. The owner of the place of accommodation is entitled to charge the customer an additional fee for each extra person, even if there were no additional beds for them. Pets may be brought only to such places of accommodation in which pets are allowed. The customer must specify any pets when making the reservation. The customer is responsible for picking up any animal droppings in the yard and is liable to the owner for any damage caused to the place of accommodation or any movable property in the place of accommodation. Lahti Region Ltd must be informed of any damage without delay.

Smoking is strictly prohibited in the place of accommodation. If the customer is deemed to have smoked in the place of accommodation, the owner will be entitled to charge the cleaning fees (min. EUR 200) to the customer. Lahti Region Ltd is not liable for any allergy symptoms or other problems experienced by the customer because of smoking or animal fur or dander. Even if the description of the place of accommodation mentions that pets are not allowed, the place is not guaranteed to be suitable for people suffering from allergies.

RESPONSIBILITIES
Lahti Region Ltd’s responsibilities
Lahti Region Ltd is responsible for preparing the agreement between the customer and the owner of the place of accommodation. The owner of the place of accommodation is responsible for ensuring that the information they provide about it is accurate. Lahti Region Ltd is not responsible for serving as a mediator in any disputes between the parties or for preparing or processing dispute cases. Lahti Region Ltd is not responsible for a violation of the agreement made by the owner of the place of accommodation. In this case, Lahti Region Ltd reserves the right to assign similar accommodation to the customer or return any rental payments. The customer is not entitled to any other compensation beyond these measures.
Owner’s responsibilities
The owner of the place of accommodation is responsible for ensuring that the information provided about it is accurate and that the accommodation is available to the customer at the agreed time.
Customer’s responsibilities

The customer agrees to comply with the rules and instructions relating to the accommodation. The customer is liable for any damage they cause to the property and the movable items in the property. The customer will pay such compensation directly to the owner of the place of accommodation. If the customer continues to cause disturbance to people in the same or adjacent property despite having been notified of this by the owner of the place of accommodation or their representative, the owner or their representative

is entitled to terminate the rental agreement with immediate effect. Any costs arising from the measures mentioned above will be charged to the customer.

COMPLAINTS
Any complaints concerning the place of accommodation and its condition must be addressed directly to Lahti Region Ltd without delay by telephoning 0207 281 760. If the customer does not report any defects to Lahti Region Ltd during the rental period, they will not be entitled to any compensation. If satisfactory agreement cannot be reached during the rental period with regard to the subject of the complaint, the customer may file the case with the Consumer Disputes Board. Complaints reported after the rental period will not be considered.

Lahti Region Ltd is not liable for any harm or damages arising from problems caused by natural conditions, animals, unexpected changes in the weather, construction work in adjacent areas, changes made by the owner to the place of accommodation or its equipment that Lahti Region Ltd has not been informed about, or problems caused by a third party (e.g. interruptions to the water or electricity supply or the Internet
or television service).

ACCOMMODATION SALES BY LAHTI REGION LTD
All accommodation sales by Lahti Region Ltd are subject to value added tax at the rate of 24 per cent in accordance with Article 80 (Travel agency services) of the Value Added Tax Act. Lahti Region Ltd reserves the right to adjust the prices to remove any errors in the price information before entering into an agreement.


 
SPECIAL TERMS AND CONDITIONS FOR GROUP HOLIDAYS

These terms and conditions apply to group holidays with a minimum of 10 participants paying a full adult price and with a minimum stay of two days. These terms and conditions supplement the General Contractual Terms for Package Tours.

Service fees
The service fee is EUR 20 per group for a group holiday included in a single invoice. If each participant is invoiced separately, the service fee is EUR 10 per participant.

Terms and conditions for reservation and payment

Lahti Region Ltd will make the group an offer specifying the services included in the price of the holiday. The customer must confirm or cancel their holiday reservation by the date specified by the travel organiser in the offer. If the reservation is not confirmed by that date, the reservation will be considered to have been cancelled.

The final number of participants and the list of participants must be announced or submitted to Lahti Region Ltd no later than 14 days before the holiday or trip, unless otherwise agreed, by post to the address provided below or by email to sales (at) lahtiregion.fi. With regard to accommodation, the list of participants must include the name and date of birth of each participant, as well as the division of rooms between the participants with regard to single rooms, double rooms and additional beds. The list of names must also include the name and telephone number of the leader of the group, so that they can be reached in the event of changes to schedules, for example.

Lahti Region Ltd will be entitled to charge to the customer any additional expenses arising from changes to the total number of participants. If the number of participants is smaller than that which was confirmed, invoicing will be in accordance with the confirmed number.

For groups, the reservation fee will be 30 per cent of the total price of the group holiday. The reservation fee will fall due seven days after confirmation of reservation. If a group holiday is reserved later than two months before the departure date, the reservation fee will fall due immediately upon confirmation. For group holidays, the remaining balance will fall due 30 days before the departure date. Lahti Region Ltd will submit the final invoice separately.

Any fee-based additional services ordered by the customer in the destination must be paid for at the destination. Any additional orders for beverages, for example, that are invoiced via Lahti Region Ltd must be agreed upon in advance.

Cancellations and changes

A group holiday may be cancelled without additional fees no later than 30 days before the beginning of the holiday or the dates and destination may be changed if the holiday does not include services that involve reservation expenses. If a group holiday is cancelled later than 29 days but no later than 15 days before the beginning of the holiday, the cancellation fee will be 50 per cent of the price of the holiday.

Partial cancellations (no more than 10 per cent of the size of the group) may be made without additional fees if they are made later than 29 days but no later than 15 days before the beginning of the holiday and the size of the main group will be at least 10 people. Lahti Region Ltd will be entitled to calculate a new price for the remaining participants due to changes in the size of the group. If the cancellation concerns more than 10 per cent of the size of the group, EUR 25 per reservation will be charged as an administrative fee.

If a group holiday is cancelled in full later than 14 days before the beginning of the holiday, the cancellation fee will be equal to the full price of the holiday. The customer will not be compensated for any unused services, unless otherwise agreed in writing. In the event of a force majeure circumstance affecting an individual member of the group, Section 5.1a of the General Contractual Terms for Package Tours will apply. If the holiday has already started, the customer will not be compensated for the unused part.
Any terms and conditions for cancellation and changes that differ from those mentioned above are always specified on a case-by-case basis when the reservation is confirmed.
If tickets to sports, cultural or other events are reserved for the group, Lahti Region Ltd will be entitled to charge the actual expenses of the cancellation to the group.
Otherwise, the General Contractual Terms for Package Tours (30 June 2009) will apply.
Cancellations and changes made by Lahti Region Ltd

Lahti Region Ltd will not be liable for changes not related to the travel organiser. The travel organiser reserves the right to make changes to the itinerary, for which reason the schedules, prices, departure dates and other details provided are not binding. Rights to make changes are reserved. The business or service provider will be responsible for ensuring that the services provided to the customer based on the agreement are consistent with the related advertising or with what was separately agreed with regard to each reservation.

Lahti Region Ltd is entitled to cancel a reservation under force majeure circumstances (e.g. a disaster, strike, riot, fire or war or another event beyond our control). The customer will be informed of such a circumstance without delay, and any payments made by the customer will be returned in full. If a force majeure circumstance emerges during the holiday, the customer will be refunded to the extent that services were not provided, proportionate to the price of the holiday (Section 11.2 of the General Contractual Terms for Package Tours).

The customer’s responsibilities and insurance

The customer will be sent confirmation after they have made a reservation. The customer must check to ensure

that the information is accurate and consistent with the agreement. Lahti Region Ltd must immediately be notified of any errors or deficiencies. The customer will also be obligated to notify Lahti Region Ltd of any changes to their contact information.

Lahti Region Ltd recommends that, when making their reservation, the members of the group or customer take out travel insurance against illness, accidents, cancellations, interruptions and damaged luggage. The level of cover may vary by company, so the customer should check to ensure that their insurance company provides sufficient cover.

The customer will be liable for damage they cause to the provider of the service that is subject to the order that was placed or to the property at the place of destination during their use or stay.

The travel organiser’s responsibilities

Lahti Region Ltd will not be liable for damage arising from force majeure circumstances, such as strikes, natural disasters, political conflicts or similar incidents.

Lahti Region Ltd will not be liable for any misprint in its brochures or on its website or the content of any external websites mentioned in its brochures. Lahti Region Ltd reserves the right to make changes to the information on its website or in its brochures before entering into an agreement on a holiday.

Complaints and dispute resolution

The customer will be obligated to immediately notify the business owner or their representative of any defects that can be rectified during the use of the service. Any complaints concerning defects that could not have been rectified during the use of the service, as well as any claims for damages, must be filed with the business owner and travel organiser no later than two weeks after the end of the use of the service. If the customer and business owner cannot reach agreement, the customer may file the case with the Consumer Disputes Board. If the case is filed with a court of law, it will be resolved at the district court of the customer’s place of residence.
